About Payee Services

Skils’kin’s Payee Services partners with local and federal agencies to provide a safety net for clients who need or want assistance managing their finances. The department offers Representative Payee, Private Pay, and Cash Card Services. The primary objective is to ensure that individuals continue to receive and prioritize their benefits first for their basic needs -- shelter, food, and clothing -- so they can live as independently and comfortably as possible within the means of their income.

Who Does Payee Serve?
Payee Services serves approximately 900 people, primarily in the states of Washington and Montana. Payee Services primarily supports people who are deemed by the Social Security Administration to be unable to manage their own finances. It also serves other participants in Skils’kin’s programs, various individuals in VA programs, and a number of private pay clients who choose to utilize the services. For a monthly fee, Payee pays all participant bills and assists with any necessary paperwork. On behalf of participants, Payee works with the Washington Department of Social and Health Services, the Social Security Administration, Veterans Affairs, and local city or county programs. Private pay clients may individually apply for services or be referred by a family member, legal counsel or social or governmental agency.

The Life Freedom Card!

In 2015, Payee launched a cash card program, partnering with Debit Card Network to offer the convenience and security of the Life Freedom Card – a PIN-based Prepaid Debit card. This card is designed to enhance the financial well-being, ease of access to funds, and independence for clients. It provides our clients with convenience, security, and cost savings. No longer do clients have to set aside hours to get their checks, wait for checks in the mail, or pay high fees for cashing checks. Paying for groceries with the card is easy and low-key. We are the first Organizational Representative Payee provider in Spokane County to offer this service. We are excited about the convenience it brings to our customer base as well as the opportunity to expand our services.

Automated Payment Processing!

In December 2015, Payee Services launched a new automated payment processing system (ACH) that allows for the rent payments of current Payee Services clients to be sent electronically to landlords. This direct deposit system eliminates problems with postal service delays or lost checks.
